Steering noise

Hi I'm having a issue with my fabia Monte Carlo 1.6tdi. The steering has lately been quite noisy. The noise I'm getting is a loud whoooing/groaning when moving left or right with moderate steering lock at low speeds. The noise is quite audible with the window down ,I've checked the power steering fluid level and that's fine.
I also turned the car lock to lock when not moving and there is no noise.
Any commen know issues?
